William L. Milligan, Sr., 86, of Washington, died on Friday, July 1, 2022. He had been in declining health and was surrounded by family. He was born May 28, 1936, a son of the late James G. Milligan, Sr., and Alice Conn Milligan, and grew up in the West End of Washington. He graduated from Washington High School in 1955. He was an awesome wrestler and was later inducted into the Washington High School Sports Hall of Fame. Mr. Milligan was a machinist by trade, and a member of the Alpine Club where he tended bar and loved to play cards. After high school he married his first wife, the late Sheila “Jackie” Phillips, with whom he had five children. He later married Dorothy “Dot” Wise, who survives. Surviving are three sons, Gary (Carolyn) Milligan, of Washington; James (Renee) Milligan, of Claysville; and Richard (Kathi) Milligan, of Washington; and one daughter, Brenda (James) Miller, of Washington; 12 grandchildren, Clint (Shannin) Flowers, Jacin (Emily) Flowers, Lauren (Cody) Phillips, Ashley (Grant) Salko, James Walker (Kylie) Miller, James (Liz) Milligan, Jr., Nathan Milligan, Caitlin Hanna, Jeremy Hanna, Bryan (Gina) Milligan, Erika Milligan, and Richie Milligan; and 19 great-grandchildren as well as two stepchildren, Bill Lemmon and Traci Skolyak, six step-grandchildren, and six step-great-grandchildren. He also leaves behind family friend Millie Thompson who helped his wife care for him over the last few years. He is preceded in death by his son, William L. Milligan, Jr., a brother, James G, Milligan, Jr. and a stepson, Jim Waychoff. Arrangements are being handled by the William G. Neal Funeral Homes, Ltd., 925 Allison Ave., Washington. By request of the deceased there will be no public viewing. A memorial gathering is being organized for family and friends.
