Ruth Elizabeth Kelley, 76, of Washington, died on Tuesday, February 13, 2018, in the Washington Hospital. She was born on October 15, 1941, in Lone Pine, a daughter of the late Albert and Edith Sowers Rasel. A graduate of Beth Center High School, she had been a member of First Christian Church. Mrs. Kelley had worked for more than twenty years as an administrator at the Observer-Reporter, and volunteered at the Canton Township Fire Hall. Ruth loved spending time with her family, taking care of her special brother, Jim, and attending her grandchildren’s sporting events. Her husband, Russell William Elliott, Jr. died on March 13, 2017. Surviving are a son, John (Tiffany) Kelley, of Somerset; two brothers, Duane (Judy) Rasel, of South Strabane, and Jim Rasel, of Washington; and five grandchildren, Bryan McWreath, Kyle McWreath, Evan McWreath, Caitlin Kelley and Liam Kelley. Deceased are a daughter, Linda Kelley McWreath, and two brothers, Boyd McCoy, and Frank McCoy. Friends will be received on Saturday, February 17, 2018, from 6 to 8 p.m., and Sunday, February 18, 2018, from 2 to 4 and 6 to 8 p.m., in the William G. Neal Funeral Homes, Ltd., 925 Allison Ave., Washington, PA, where services will be held at 10:00 a.m., on Monday, February 19, 2018, with Rev. Stephen Smythers officiating. Burial will follow at a later date in Lone Pine Cemetery.
