Lon Harold Moss, 90, of Washington, formerly of Cross Junction, Virginia, died Monday, January 26, 2004 in the Donnell House following a short illness. He was born on April 25, 1913 near Warrior, Alabama, a son of Fred and Inez Miller Moss Sr.
Known to friends as “Harold,” Mr. Moss worked for over 35 years with the Internal Revenue Service (IRS), primarily in senior leadership positions on a range of foreign assignments that involved consultation with foreign governments on national tax policies. From 1948-1951, at the personal request of General Douglas McArthur, the Supreme Allied Commander in charge of the reconstruction of Japan, Mr. Moss led a high level delegation that developed a sweeping new tax policy for Japan.
In his final IRS assignment, Mr. Moss was the Executive Secretary of the Inter-American Center of Tax Administrators, an international organization that actively promoted innovative tax policies throughout Latin America. In his IRS career, his assignments took him on extended tours of duty in the Philippines, South Korea, and Europe and well as shorter stints to India, Africa, and the Middle East.
In World War II, Mr. Moss joined the US Navy where he served as a Naval Intelligence Officer and a Naval Aviator. He was serving in the South Pacific at the end of the War.
Following his government career, Mr. Moss engaged in a range of real estate and agricultural activities in Frederick Country, VA and Hampshire County, WV.
Mr. Moss was born near Warrior, Alabama. He was the son of Fred Moss, Sr. and Inez (Miller) Moss. Preceding him in death were two brothers, Ralph and Fred, Jr. and a sister, Elizabeth.
He is survived by his wife, Mildred (Mabbett) Moss, formerly of Quitman, GA; two sons, Sheldon Moss of Venetia, PA and Douglas Moss of Torrance, CA, and two grandchildren. A Memorial Service will be at the Redlands United Methodist Church in Cross Junction, VA and internment will be Shenandoah Memorial Gardens in Winchester, VA.
